Lancaster County Commissioner Scott Martin announced on Wednesday that Penn Square Partners would not agree to the terms of a seven year funding plan that would help fill a $60 million gap.
Meanwhile, the county, the city, and the visitors bureau are all on board.
The plan keeps the center from defaulting on its loans and ultimately closing.
Commissioner Martin says he's disappointed Penn Square Partners wouldn't agree to the short term plan.
"I'm really not happy about it, it's a public private partnership, I thought everyone should have a piece in this and respect the fact that it's a bridge plan, not a long term plan, " said Martin.
